I think it is a misunderstanding, or by the representatives of the Progressive, your hand, or both ... I think tomorrow and the representatives of the Progressive could explain a better job, have done it.
You do not pay tax, you are a "future" of the vehicle, but they have to pay VAT at 17,000 dollars, because it is part of the solution and part of the compensation for the damaged car.
Unless you live in a state that it does differently than the rest of the United States ..... is that for VAT. And you have the title for them - they have basically the car with you (thus) the sales tax on $ 17K a turn.
